What Is the Social Assistance Discount on Electricity Bills?
What is in this article?
The Electricity Consumption Support is provided to households in need that receive certain regular social assistance payments or allowances. However, households must first meet the relevant eligibility requirements to benefit from this support. In this guide, you can learn everything you need to know about social assistance discounts on electricity bills.
What Is the Social Assistance Discount on Electricity Bills?
The social assistance provided through electricity bills refers to a support program provided by the Ministry of Family and Social Services of the Republic of Türkiye to households receiving regular social assistance. The Electricity Consumption Support (ETD) program helps reduce the financial burden of electricity bills by covering a certain portion of a household’s monthly electricity consumption. As of September 2026, the support corresponds to 125 kWh per month for a four-person household.
The support is not paid directly to households in cash, and the discount amount is not separately reflected on the electricity bill. Instead, the support amount is automatically calculated and deducted from the bill during payment at Halkbank ATMs.
Eligibility and entitlement to the support are determined entirely by the relevant ministry. Aydem Perakende’s role in this process is limited to ensuring that the support allocated to eligible beneficiaries is correctly processed and reflected during the payment process.
The Social Assistance Discount is separate from the general tariff arrangements applicable to residential subscribers in the electricity market. While general tariff arrangements are determined by the Energy Market Regulatory Authority (EPDK), social assistance provided through electricity bills is a social policy measure.
Who Is Eligible for the Social Assistance Discount on Electricity Bills?
Households that are entitled to receive regular social assistance or allowances under Law No. 3294 on Social Assistance and Solidarity Incentive and Law No. 2022 may benefit from the social assistance discount on electricity bills.
The determining criterion is not the amount of the electricity bill or whether the household’s income falls below a certain level. Having an established entitlement within the social assistance system is sufficient to qualify for the support.
Regular assistance programs that may provide automatic eligibility for the support include:
· Cash assistance for women whose spouses have passed away
· Assistance for military families
· Orphan and vulnerable child assistance
· Conditional education and healthcare assistance
· Assistance for households with multiple births
· Disability and old-age allowances
For individuals who depend on an electrically powered medical device at home due to a chronic illness, a medical report is required.
The eligibility assessment process is carried out by Social Assistance and Solidarity Foundations (SYDV). A household’s participation in any regular assistance program is assessed through centralized social assistance records.
Therefore, different households residing at the same address may receive different results depending on their eligibility status within the social assistance system.
How Do You Apply for Electricity Consumption Support?
There is no need to fill out a separate application form to receive electricity consumption support. Eligibility is determined based on the household’s existing social assistance records.
However, for the support to be reflected during the bill payment process, the household’s electricity subscription information must be registered in the system.
The following steps are required to register the subscription information:
· Log in to e-Ailem through the e-Government Gateway.
· Register the household’s electricity subscription information in the system through the subscription declaration.
· If the electricity subscription changes, update the information through the same system.
If the subscription information is not kept up to date, the social assistance discount may not be reflected during the payment process even if the household is eligible.
Beneficiaries who move to a new address or experience a change in their electricity installation should update their information in the system to ensure that the support continues without interruption.
How Is the Social Assistance Discount Calculated? What Happens If the Consumption Limit Is Exceeded?
The social assistance discount on electricity bills is calculated to cover consumption up to a monthly kilowatt-hour (kWh) limit determined according to the number of people in the household. The beneficiary is responsible for paying for any consumption exceeding the applicable limit.
|
Household Size |
Monthly Support Limit |
|
1–2 person household |
75 kWh |
|
3-person household |
100 kWh |
|
4-person household |
125 kWh |
|
Household of 5 or more people |
150 kWh |
The kWh limits shown above cover only the portion of the bill corresponding to the specified amount of electricity consumption, rather than the entire bill.
Any remaining consumption is calculated according to the current tariff applicable to residential subscribers.
If monthly consumption remains below the specified limit, the unused portion does not carry over to the following month. The support is reassessed each month based on the household’s consumption during that billing period.
For example, if a four-person household consumes 150 kWh in a month, the 25 kWh exceeding the household’s 125 kWh support limit is shown on the Halkbank ATM screen as the amount payable by the household.
If consumption remains below the limit—for example, at 100 kWh—the entire bill amount is covered within the scope of the social assistance support.
The calculation is made automatically during each billing period. No separate application is required to establish eligibility. To benefit from the support, the electricity subscription information must be kept up to date in e-Ailem, and the allocated support amount must be used through the applicable bill payment channel.
How Is an Electricity Bill Paid Under the Social Assistance Discount Program?
State-supported electricity bills can be paid through Halkbank ATMs as of July 1, 2026. Before this date, payment processes were carried out through different channels depending on the subscription declaration submitted by the beneficiary through e-Government.
The change in the bill payment channel was introduced to make the payment process more accessible and convenient for eligible beneficiaries.

How Can You Check Your Electricity Assistance Eligibility?
Electricity assistance eligibility can be checked by logging in to e-Ailem through the e-Government Gateway.
Through this screen, beneficiaries can view both their eligibility status and their registered electricity subscription information.
Seeing an electricity assistance eligibility status on the inquiry screen does not necessarily mean that the support has automatically been reflected during the bill payment process. The electricity subscription information must also be registered in the system and kept up to date.
Therefore, individuals who are eligible but do not see the support applied during payment are advised to first check their subscription records.
For further information, you can read our announcement about electricity bill payments under the social assistance program.
If eligibility does not appear on the inquiry screen, this may be because the household is not enrolled in a regular social assistance program or because the electricity subscription information has not been registered in the system.
If a household is eligible but the social assistance amount cannot be used during payment, the beneficiary should check whether the subscription information is up to date.
How Does the Electricity Discount Apply to Relatives of Martyrs and Veterans?
Families of martyrs and veterans may benefit from certain rights provided in relation to electricity bills. Depending on the applicable legislation, the electricity installations of individuals in these groups may be exempt from certain consumption limit practices.
This exemption is a right granted specifically to the electricity installation and is separate from Electricity Consumption Support.
Documentation of the individual’s status as a family member of a martyr or as a veteran by the relevant authorities is the key requirement for benefiting from this right.
You can find up-to-date information about the scope of this practice on our Frequently Asked Questions page.
Is There a Separate Electricity Discount for People with Disabilities and Pensioners?
Being a person with a disability or a pensioner does not, by itself, create a separate entitlement to an electricity discount.
Individuals with disabilities or pensioners who receive social assistance or an allowance within the scope of Electricity Consumption Support may benefit from the support under the same conditions as other eligible beneficiaries.
The determining factor is not disability or retirement status itself, but eligibility within the social assistance system.
This distinction is often misunderstood. Disability or retirement status may provide individuals with different rights in various public services. However, for electricity bills specifically, there is no separate tariff defined solely for these two groups.
Under the applicable legislation, the entitlement available to these individuals is provided only as part of the general Electricity Consumption Support program.
Therefore, people with disabilities or pensioners who are not registered as beneficiaries of social assistance are not automatically included in the support program solely because of their status.
