As part of the COVID-19 pandemic and the measures taken, for businesses with a monthly bill at or below 2,000 TRY, as well as for houses, the electricity supply will not be cut due to failure to pay the bills during the full lockdown period from 30 April to 17 May 2021.
During this period, bills will still be issued for our residential and commercial customers. For industrial, lighting and agricultural irrigation customers, the regular procedure will apply.
Payment due dates for the bills issued during the full lockdown will be delayed to a date after the lockdown for the convenience of our customers.

Dear Customers, We are deeply saddened by the recent earthquake and we wish it never happens in the future.
For our customers whose houses were destroyed by the earthquake:
• For the outstanding bills regarding the period before the earthquake, due dates have been delayed for two months from the earthquake without any interests.
• Payment reminder notices, supply cut notices at the bottom of the bills and the legal proceedings starting processes have been ceased for two months from the earthquake.
• In case of evacuation requests, deposits will be immediately paid back without issuing any additional bills.
• For 20,176 customers in the areas directly affected by the earthquake, no bills will be issued for November, and the sequestration procedures previously commenced have been ceased for a month from the earthquake.

Customers who could not pay their electricity bills during the pandemic can make an application from 12-16 October 2020 to pay in installments their overdue bills for the periods before 1 August 2020.
Customers who had a hard time regarding their electricity bills during the pandemic will be able to pay them in up to five monthly installments, or up to nine installments with a credit card.

Your refund will be transferred to your credit card in 24 hours. Please enter your credit card details.” This way, scammers gain access to the credit card details and put our citizens in a difficult position.

The “Comparative Billing Regulation” decision taken by the Turkish Energy Market Regulatory Authority (EPDK) will only apply in the lockdown areas where meter readings have been stopped by administrative decisions, and in situations where the meter readers are not able to keep their social distance. Meter reading and billing processes for customers residing outside the covered areas will continue in the normal course and be addressed based on consumption.
We have been observing that customers who abide by the “stay at home” calls to avoid the virus have been consuming more power due to the fact that they are using electric tools more as they are spending more time at home. In this process, our customers can check their bills using the meter values and get more information on the website of EPDK.
For those customers whose bills were not created comparatively but who nevertheless observe an abnormal increase in their average consumption values stated on the bill, we will carefully review their objections to the bills within the scope of the legislation and get back to them as soon as possible.

As per Article 30 under the Building Usage Permit section of the Construction Law No. 3194, it is obligatory to get a building usage permit from the relevant municipality or the governor’s office to be able to use the buildings in part or in full. As per Article 31 under the Buildings Without a Usage Permit section of the same Law, it is stated that for buildings for which a usage permit has not been given/obtained, it is not possible to benefit from electricity, water and sewage services or utilities until the necessary permit is available.
In summary, the Energy Identity Certificate is an obligatory document to get a building usage permit. The said permit is required when signing a connection agreement with the distribution companies, and such contracts cannot be signed for buildings that do not have a building usage permit. For buildings with electrical connection installed, the electricity supply will not be cut.
In a statement dated 23/07/2019, the Energy Market Regulatory Authority (EPDK) announced that the consumers who buy electricity at the national tariff will be applied a nation-wide “easy billing” practice which is simplified, understandable and free from unnecessary content. As stated in the press statement, this practice applies to our customers who buy electricity at the national tariff, in other words, those who have a Retail Sales Contract.

The late fee rate applied as per the Law No. 6183 on the Procedure for the Collection of Public Receivables has been updated to 2% separately for each month as stated in the Official Gazette published on 02/10/2019, effective from 02/10/2019.

We have completed the necessary efforts to allow certain actions to be completed on e-Government with the aim of offering faster and more qualified services to all customers throughout Turkey, in particular İzmir and Manisa.
As part of our electricity supply activities, we have continued with our innovations through digital channels and our consumers can now apply for individual subscription, cancel their individual subscription, check their debts and payment details on e-Government (www.turkiye.gov.tr).
It is now possible to receive these services easily on e-Government.
For the meters not updated according to permanent daylight saving time, consumption is measured according to the two different times in both periods within a year. The said periods are as follows:
- Daylight time: 07:00 - 18:00
- Peak time: 18:00 - 23:00
- Night time: 23:00 - 07:00
Time arrangement between the last Sunday of March and the last Sunday of October
- Daylight time: 06:00 - 17:00
- Peak time: 17:00 - 22:00
- Night time: 22:00 - 06:00
If the meter has been updated according to permanent daylight saving time, consumption will be measured based on the following times throughout the year.
- Daylight time: 06:00 - 17:00
- Peak time: 17:00 - 22:00
- Night time: 22:00 - 06:00
As per the Board Decision No. 4019 (Decision) taken on 12/09/2012 by the Energy Market Regulatory Authority (EPDK), distribution and retail sales activities have been carried out by legal entities with a distribution license under separate legal corporations since 01/01/2013 as per the Electricity Market Law.
If you have concerns about the accuracy of the records taken by your meter, you can directly submit a meter-checking request to the electricity distribution company in charge of your area. Upon your meter-checking request, the relevant distribution company will replace the meter and send the old one to the Provincial Directorate of Science and Industry within 10 business days at the latest from the date of replacement. If the report issued by the Directorate states that your meter functions normally, the inspection expenses will be charged to you as per the legislation, however, if it is determined that the meter is faulty, a retrospective correction will be made. The distribution company in charge of İzmir and Manisa is GDZ Elektrik Dağıtım A.Ş. You can contact us for all other matters we are in charge of as an energy provider.
The Energy Market Regulatory Authority (EPDK) is an organization that defines the legal entities’ rights and responsibilities arising from the activities they are authorized to carry out in the electricity market, that issues the tariffs subject to regulation, that maintains their amendment and implementation, and that ensures that the Electricity Market Laws are adhered to in the market.
Principles of pricing to be applied in sales of electrical energy are defined by the relevant board with the authorization granted with Article 4/2 of the Law No. 4628 on the Organization and Duties of the Energy Market Regulatory Authority and Article 17/1 of the Electricity Market Law No. 6446. In areas covered by our Company, as well as throughout Turkey, electricity consumption bills are issued according to the electricity sales prices in the national tariff determined by the applicable legislation and the Authority. As part of the preparations for disasters, “Building Registration Certificates” will be issued to register buildings without a license or against the license, and to ensure zoning peace.
You Can Subscribe to Electricity by Appointment
Electricity consumers, who get a “Building Registration Certificate” on “e-Government” or from the bodies authorized by the Turkish Ministry of Environment and Urbanization, will be able to subscribe to electricity by first signing a “Connection Agreement” at GDZ Elektrik Dağıtım -the authorized distribution company for İzmir and Manisa- and then making an appointment with Gediz Elektrik Perakende Satış A.Ş. to sign a “Retail Sales Contract” to complete the process. Consumers can call the Contact Center on 0850 800 0 186 or apply to the Customer Relations Centers to make an appointment so that they can complete their subscription at the selected date and time (from 08:00-17:45), including Saturdays, at the designated Gediz Customer Relations Center.
Electricity consumers are obliged to sign a “Connection Agreement” at the authorized distribution company before they can make an appointment for subscription. As per the Electricity Market Law No. 6446, a “Connection Agreement” is an agreement signed between the distribution company and the consumer for electricity supply requests for a new facility or place of use. Also known as “Distribution Connection Agreement”, this agreement is usually confused with the “Retail Sales Contract”. It should be noted that the “Retail Sales Contract” cannot be signed without concluding a “Connection Agreement” first. In other words, the “Retail Sales Contract” depends on the electricity “Connection Agreement”.

As per the Regulation on Electricity Market Consumer Services issued by the Energy Market Regulatory Authority (EPDK), if a consumer is using electricity by paying the bills issued in the name of the previous customer without having a retail sales contract in their own name, this will be considered “illegal use of electricity”. The said regulation also applies sanctions such as “fines” or “cutting the electricity supply” if it is found out that the customer whose name is written on the electricity bill is different from the actual user. If a customer is using electricity in an illegal manner as stated in the regulation, they must have their electricity subscription registered in their own name to avoid any potential problems.
Examples from the articles in the Regulation on Electricity Market Consumer Services with regards to Illegal Use of Electricity:
- Consuming electricity outside the subscription group, for example: For Agricultural Irrigation subscription, using electricity through the same subscription for other places of use such as buildings, roofs or cabins, without any distinction in measurement./Carrying out commercial activities at a consumption point with residential subscription yet still continuing to consume electricity from the residential subscription group.
- Using electricity with an unsealed meter, for example: Using electricity with a meter that has a damaged seal or no seal at all, without informing the distribution company
- After fulfilling the relevant obligations, restoring the previously cut electricity supply without permission from the distribution company, for example: A customer, whose electricity supply was cut due to an unpaid bill, paying this bill and then starting to use electricity without waiting for the distribution company to restore it
- Supplying power to third parties from one’s own electrical installation using the measurement device, for example: Supplying electric power to others by extending a cable from the meter
- Although the eligible consumer contract is expired, not renewing the contract and continuing to use electricity with the old contract or with no contract at all.

We would like to inform you that if you do not apply to our Company within the stipulated timeframe and fulfil your obligations to pay the deposit and provide your identity, address and contact details, your electricity supply may be cut.
REGULATION ON ELECTRICITY MARKET CONSUMER SERVICES
“Signing a retail sales contract as part of the end source supply”
ARTICLE 10 – (1) If an eligible consumer buys electricity and/or capacity through a bilateral agreement and if this bilateral agreement is terminated for any reason, the relevant contracted supplier is obliged to provide that consumer with electricity and/or capacity as part of the end source supply.
(2) In line with Paragraph 1, the said eligible consumer is obliged to apply to the relevant contracted supplier to sign their retail sales contract within 15 business days from the date of notification by that supplier with regard to this matter. The said contract shall take effect on the start date of the electricity and/or capacity supply as part of the end source supply.
(3) With regards to the end source supply, if the retail sales contract is not signed by the end of the periods stated in Article 10 and Article 32, this does not eliminate the obligation to pay the consumption bill issued by the contracted supplier for the relevant period. If the said bill is not paid upon the second notification sent as per Article 15, electricity supply of the consumer may be cut.
Illegal use of electricity
ARTICLE 32-
ğ) A consumer shall be deemed to have committed illegal use of electricity if they did not apply to the relevant contracted supplier within the timeframe stipulated in Article 10 of the Regulation and in this article in order to sign a retail sales contract for end source supply although they are covered by the end source supply practice while receiving electricity under a bilateral agreement.

If your electricity subscription is in the name of a natural person, you need to update the Turkish identity/foreign identity number in your user details;
If your electricity subscription is in the name of a legal entity, you need to update the tax identification number, full name and Turkish identity/foreign identity number of the authorized person in your user details. This is required by the Regulation on Amendment to the Compensation-Reconciliation Regulation, Electricity Market Law No. 6446 and its Secondary Legislation that came info force on 1 February 2017 upon being published in the Official Gazette No. 29448 on 14.01.2017.

It has been detected that some fraudsters have been calling our customers in the cities and districts where we offer electricity retail sales services, claiming that they are calling from Gediz Elektrik and they are going to offer a 30% discount on electricity bills, with the aim of gaining access to the personal data of our customers, and that they have been asking for 15 to 45 TRY saying that they need to send some documents to their addresses through shipping or a courier.
